I don't tend to use subtitles too often nowadays, but I always remember, as a kid, my parents would use subtitles if they ever could not hear the TV too well due to noise or if they couldn't have the TV too loud.
When watching TV with my parents, if they used the subtitles, I used to read them as I was watching the show they were watching, and that was one of the ways I learned to read quite fast.
I only use subtitles now if I am struggling to hear what is said in a TV show or movie I am watching, or if I am watching a TV show or movie that is in another language, for example, Squid Game is Korean, and I much preferred to watch it with the subtitles.
